Missouri Gov. Jay Nixon (D) signed H.B. 2376 into law, enabling any local political division to use design-build at its discretion. It also ensures community development block grants are allocated to water and wastewater projects delivered via design-build. 

In Alabama, the Senate passed S.B. 92 authorizing the Department of Transportation to enter into design-build contracts for the first time in the state’s history. Design-build also was up for debate regarding the construction of four new Alabama prisons, but the House of Representatives and Senate couldn’t agree on a version of the bill (S.B. 287) prior to the legislative session expiring. 

Nebraska also has authorized design-build project delivery for transportation projects under the state’s Transportation Innovation Act (L960), signed by Gov. Pete Ricketts (R) in April. And in New York, Gov. Andrew Cuomo (D) signed a state budget with significant increases in infrastructure spending and expanded design-build authority for the New York State Urban Development Corporation and the New York Convention Center Development Corporation.
