USACE Embarks on First P3
Officials in Fargo, N.D., and Moorhead, Minn., signed a construction agreement with the U.S. Army Corps of Engineers (USACE) that will allow work to begin this fall on a $2 billion Red River flood diversion project. Construction of the 36-mile channel, which has been in the works for eight years, will be performed under a public-private partnership—the first ever in conjunction with the USACE. Construction will start in North Dakota; Minnesota still must grant permits for the project, but it has until 2019 to do so. The whole flood diversion project is expected to take six to eight years to complete.
