The U.S. House of Representatives voted 253-166 to pass S.J. Res. 22, which requires the withdrawal of the Waters of the U.S. (WOTUS) rule under the Congressional Review Act. Last November, the Senate voted to nullify the WOTUS rule, which would dramatically expand the scope of federal authority over water and land use across the country. The rule has encountered fierce opposition from a variety of industries, as well as Associated Builders and Contractors, the U.S. Small Business Administration’s Office of Advocacy and a bipartisan group of U.S. representatives.
