Florida Gov. Rick Scott (R) approved a bill (SB 778) that restricts the ability of cities, counties and other government agencies from giving preferences to local builders when 50 percent or more of state funds are used to pay for a project. According to the bill’s sponsor, Rep. Keith Perry (R), local preference ordinances reduce bid competition and raise job costs. Associated Builders and Contractors of Florida supported the measure, stating it ensures fair competition for projects funded by taxpayer dollars.
