Illinois Gov. Bruce Rauner (R) signed an executive order requiring labor groups, contractors and subcontractors working on state projects to report the number of minorities and veterans participating in their training programs. The order is intended to improve diversity on state projects and within apprenticeship programs. 

Labor organizations and contractors will have 30 days to obtain a report on the number of minorities and veterans in their training programs. 

The Illinois Department of Central Management Services will be required to review the state’s preferences and considerations involved in hiring and training veterans, as well as study the participation of minority-owned businesses and veteran-owned businesses on state contracts to identify any disparity in contract awards. 

Both union and nonunion business groups voiced support for the state’s efforts to increase diversity in the industry.
